Civil Engineer

Brief Description

Responsible for performing professional engineering activities in support of civil engineering infrastructure projects, municipal operations, and growth for the community.  Duties include managing the design, bidding, and construction administration of various types of projects to meet City standards.  Work requires the knowledge of City of Ennis infrastructure design standards and the use of independent judgment and discretion, combined with strong communication and collaboration skills.

Essential Functions

Monitors,  reviews, and  coordinates engineering activities in the Public Works Department by performing engineering duties related to the design, review, construction, and operation  of  Public Works  projects;  evaluating, reviewing, and coordinating plans  and specifications; analyzing and  inspecting  construction issues and problems;  managing capital  improvement projects;  familiarity with local, state, federal standards, and requirements in relation to public infrastructure and civil engineering.

Provides direction and guidance to consultants and other city personnel; conduct site inspections and visits as necessary for capital projects at all phases and inquiries from city personal and residents; receiving and responding to citizen and professional inquiries.

Reviews consultant engineering plans and specifications for compliance to city standards, proper engineering practices, and consistency with the strategic plan by conducting plan and report reviews and inspections for civil/construction project; assists in the preparation of City Commission agenda items and power point slide; identifying problems and recommending solutions for engineering issues; Coordination with Public Works Operations and other city departments.

Administrates the engineers’ review process of engineering studies, easement documents, project budget, construction plans, and specifications for Public Works improvements; participate in city events as requested and provides proper communication and documentation.

Maintains records for assigned projects and assignments and assists with the preparation of various reports for the City Manager and Public Works Director and Assistant Directors. Assists with the preparation of briefings for City Commission on operations, development projects, and capital improvement projects; and attends meetings as requested or required.

Reviews and approves expenditures of budgeted funds for the department.

Understands and applies the principles of quality customer service by responding promptly to customer needs and requests; seeking to understand customers’ circumstances, problems, expectations, and needs; and educating customers.

Assists with projects and facilitating operations at water treatment plant, at wastewater treatment plant, within distribution and collections, streets, drainage, floodplain and stormwater management, sanitation program, and potentially other programs as assigned.

Has frequent contact with employees, citizens, local state, federal agencies, and other city departments.

Consistently arrives to work on time and maintains a regular and reliable level of attendance.

Performs other duties as assigned.

Necessary knowledge, Skills, and Abilities

  • Advanced knowledge of construction principles and practices. 
  • Knowledge of applicable laws, codes, rules, regulations, and design standards. 
  • Skilled in reading and interpreting a variety of engineering documents, including blueprints and schematics. 
  • Skilled in reading and comprehending highly technical or specialized materials. 
  • Skilled in utilizing AutoCAD.  Moderate skill with ArcGIS software. 
  • Skilled in designing and constructing engineering documents. 
  • Skilled in prioritizing, organizing, and managing multiple projects. 
  • Skilled in providing customer service.

Education, Experience, Certificates, and Licenses Required

Bachelor of Science Degree in Civil Engineering or related degree from an ABET accredited university, and a minimum of five (5) years of progressive engineering experience, preferably in a municipal government, OR

Equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

A Valid Class C Texas driver license and the ability to maintain a satisfactory driving record.

Active Professional Engineering (PE) License required or ability to acquire within six (6) months of employment.
